There is ongoing project for a Pan-European regulation in this field. Frequency allocation is the province of Conference Europenne des Administrations des Postes et des Telecommunications (CEPT), whereas equipment standards are the concern of the European Telecommunications Standards Institute (ETSI). The best way to get started is to use the Development Kit, either XE1202SK, XE1203SK, XE1205SK's. The Development Kit is a comprehensive tool containing two evaluation boards, antennas, cables and connector. The boards can be connected to the PC and controlled by a Graphic Interface.
